Last October 31, the Council of Ministers approved the much-discussed decree introducing urgent measures to prevent and combat illegal gatherings. A measure that has drawn attention of many especially from those who find nothing illegal in gathering by squatting in a privately owned building, making use of drugs and organizing a festival without proper permits, as the law and the state require.

What does our jurisprudence say in this regard? How does our Constitution intervene when it comes to the right to freedom of assembly and what are the limits?
